City A o tinatawag bilang 'Ordinary City'. Dito matatagpuan ang ordinaryong mga tao kung saan walang krimen na nagaganap. Mga inosente ang mga naninirahan at walang kaalaman tungkol sa kaharasan. Napaka-organisado ng kanilang pamamahala. City B o tinatawag na 'Mort Ville' na ibig sabihin ay Dead City. Mga kriminal ang naninirahan at legal ang paggawa ng krimen lalo na ang pagpatay.
