Raul was with the governor and Tom in Tom’s car as they drove that night to the scarecrows’ location. The governor had been contacted by Kara who informed her of all she had heard from Edna her maid. So, he had set up a meeting with Tom and Raul on the previous day to organize a secret trip to the scarecrows territory.
Before then, the witch had met Raul to warn him against betrayal. She said that she had seen it in a vision. While they journeyed to the scarecrows he recalled his meeting with the witch which he went to and escorted by Hayley.
