Fiona observes Oliver with her saddened eyes. He's standing by the door while bowing his head as if he's restricting himself from crossing the line. She wants to rush to him and hold him in her embrace, forcing him to at least look at her. However, that would be impolite towards his ideals. Thus, she holds back her desires for now and asks him, "What brings you here?"
Fiona has been reading a document for a while now and she acts concentrating on it again, keeping her ears wide open for Oliver. But she hasn’t prepared herself for what she's about to hear.
