He's lifted and held back cars, machinery, even a train in the cinematics! However, Captain America has strategic strength. His tactical understanding, leadership skills, and indomitable spirit make him a formidable opponent on the battlefield. So, while Spider-Man may take the win in raw strength, Captain America might come out on top in a long, strategized battle.

Add to the mix, his Haki abilities (Observation, Armament, and the rare Conqueror's Haki), and he becomes a terrifying opponent.
