I am a long time user and an Apple fan, and have had similar experiences before. Apple s' strict security policy may reassure the safety of user data during login information recovery, but sometimes it can cause dearth or inconvenience to the user (such as forget Apple ID password).
Don't be discouraged; there are always alternate routes! Just go to your Apple ID account page and click on 'Forgot Apple ID or Password'. From the same options bar as reseting though seeming to look like it, you really come out with an already existing password. You will need to fill in your Apple ID number then choose either email authentication or answering Security Questions.
