Since the river was what the Queen was after, it only made sense that a lot of the soldiers involved were there, protecting it. Gwen had not seen it but she could imagine that it was practically lined with people. To think, the Queen of a country was so embarrassingly money-hungry that she was willing to take over an entire country just to get what she wanted. It would make more sense if it was a government official or a noble, but the ruler of the country. It was surprising how thick her face was.

And since Paria-Drae assumes that Estril has such a small army that all their guards must be trying to protect the river, they think that they can just pass the border and basically walk in. It seems like some people actually believed the Queen when she said that the people of Estril were backward. Because no one would be dumb enough to do something like that.
