"You're mine" Luther said loud enough for every council member to hear. This was a statement he decided to make. He just didn't think that statement would turn bigger than anticipated when Mazaya said "Yes", Loud enough for the whole room to hear. Earlier when Lucas hit Mazaya, Luther snapped.
