The camp was much more populated than Octavia had imagined.

The premises itself was very big and capacious and had so many tall buildings in it. 

Octavia clunged onto Mica tight because she was the only one she knew and felt and she could be safe with. The building was so big and made her fear she might get lost if she wasn't careful enough.
