In reference to the former, every planet could be at war, but their conflicts would have nothing to do with each other. In reference to the latter, every planet could be at peace, with none of them experiencing any chaos. War was a strange thing. At times, it could be totally exclusive, meaning that several countries or even planets at war may be fighting for very different things. Country A could be warring against Country B because of limited resources, while Country C and Country D could be in conflict because they had vastly different principles. In these two cases, these four countries were all at war, but their causes for war were completely different. At times, war could encompass everything.
