Mr. Worris's men had untied Fuoco as per his directions. One of his men was still holding that belt in his hand with which Derek was beaten by Shera.
Mr. Worris wanted to test Fuoco, one last time before believing that it wasn't her who planned that attack on Derek. He still doubted her.
