During the conflict between four countries, he’d rather stay neutral instead of taking sides with anyone. Because, to him, he was the strongest and would be the apex predator in the jungle.

During the reign of Amino, he stayed clear and remained stagnant. That was because Amino offered a bunch of benefits to him and he had lived a good life ever since.

And so, when the new power came into the play and emerged into the world, he couldn't take it. His leisure life would come to an end if the power changed hands.
