Chapter 127 - What Goes Around Comes Around.

While Larry and Ruthless fought in Ruthless' room, a different kind of mayhem ensued all over the city. People were fighting and dying in all corners of the city. The law enforcers were being attacked by a larger group of people who kept chanting and yelling 'Down with the Monarchy!' even though they most likely did not even understand the meaning.

In general context, they were just a group of rebels revolting against the power and hierarchy system in the city.
